The Virgin Islands Resource Conservation and Development (RC&D) Area includes the 4 major islands of St. Croix, St. John, St. Thomas, Water Island, and over 50 smaller islands and cays. The authorized area is located in the Caribbean Sea approximately 60 miles southeast of Puerto Rico and 1150 miles southeast of Miami, Florida.

The Virgin Islands RC&D area has a combined population of approximately 110,000 people, encompassing a diversity of races, religions, and cultural backgrounds. The population's culture is uniquely Caribbean and differs in many aspects from that of similar ethnic groups in the mainland United States.
